I have a form for instructor registration. I would like another class registration form. One instructor can teach many classes. I would like to add a lookup form on the class registration form to choose instructors from those in the instructors form, or provide a link to add a new instructor if they are not yet registered.
Can this be done with Jotform?

My understanding is that you want a function where your user can select an option in a drop down and the ability to allow the user to add an option.
You can try using our widget named User Contributed drop down. Here's the link: https://widgets.jotform.com/widget/user_contributed_dropdown.
You can also show or hide field or send email after selecting the instructor by using conditions. Here's a guide: https://www.jotform.com/help/57-Smart-Forms-Using-Conditional-Logic

Not quite. I want the instructor drop down field on the class form to be populate with a list of instructors from all those that have registered on the instructors form. I want to link content across the two forms.

Unfortunately, it is not possible to populate a field from a form submissions. You have to manually input the options in the drop down field or in the conditions.
It is possible to pass data value from one form to another through the Thank You Page Custom Redirection, but I am not sure if that will help. Here's the guide just in case: https://www.jotform.com/help/351-How-to-Automatically-Pass-Form-Data-to-Another-Form
