    Hello jowens41,

I am not sure if I have understood your question correctly. Do you mean to say that you want to create a fillable PDF?

Yes it is possible to download PDF version of your form. The following guide should help you:  https://www.jotform.com/help/212-How-to-Create-a-PDF-Form

If you want to download your submissions in excel, it is also possible and the following guide should help you:  https://www.jotform.com/help/73-How-to-Download-Form-Submissions-as-Excel-CSV-PDF

I do not need a fillable PDF.  Just a PDF to share at a meeting.  I tried the methods you provided above.  The PDF would not populate.  When it finally did, the text boxes did not populate correctly.  Could there be errors with the boxes themselves causing this or could it be a population error?

I am not sure if I understood your issue correctly. Your form does not have submissions. You can not create PDF report if you do not have submissions.

How to Download Form Submissions as Excel/CSV/PDF?

If you are using Fillable PDF form, please not that you need to use Acrobat Reader or Foxit to be able to fill and submit Fillable PDF form.

More about Fillable PDF forms you can find inside of this guide.
