I have a form called Dispatcher Call Log Template Test.
Within that form, I have an email called Call Receipt. I have two rules set up to send email if criteria is met. However, no emails are being sent, despite the conditions being met.

I checked your account email history and I see several emails sent recently for the form your referenced. You can check the same:

Do you have a specific submission as an example we can check or is there a specific address not receiving the notifications? Let us know what you can and we will look into this further.

It started happening around 4pm PST today . Still not getting any emails.
