File Upload Forms. I unchecked the box "required" because I dont want the upload to be required. But when you fill out the form without uploading a file, it tells you that it is required to upload file.

I cloned your form. And I see that it works correctly. It submitted without asking to upload anything.
So that leads me to believe the problem is only on your website.
The solution is to use the iFrame method to embed your form on your site. It is a good move because the iFrame will behave identically to the standalone form (which does work):
