Does that mean that I have a setting that tracks the IP address and limits it to one? Is there a setting I need to change?

I checked your form and I can verify that the Unique Submission and Unique Question is set to "No Check".
The Unique Submission has an option to check for Cookies and IP. This prevents multiple submissions from the same browser and same IP.
Let us know if the user is still having issues submitting the form.
