Can I add a pdf to my form that can be filled in a saved with the jot form record.

The easiest way to accomplish this would be to add a download link to your PDF.  Here is more information on how to do that:

Then add a file upload field to the form:

This way, users can download the PDF from the link, fill it out and then upload through the form.
