I filled out two test enrollment forms and after I finished the second one it said only one submission is allowed even though I used different names and emails. So since I am going to be using that form for students to enroll in the Tutoring Center I need to be able to have a number of students submit forms.

Since you did not provide the form link. I am assuming that you're referring to this form: http://www.jotform.us/form/72695364784169
I checked the form to investigate it further and I can see that the Unique Submissions is set to "Check Cookies and IP" option. It means that your form will only accept one submission per IP address. Please disable the Unique Submissions feature if you want to receive multiple submission to the same IP address.
