I refer to the following URL.

I cannot understand the ties between the two URLs.
For example, dynamic field shall be entered and created the blank
by form owner and then user shall fil the form and send it to form owner after
the user receives the form from form owner.
Hopes you understand my question.

I'm not sure if I understood your question correctly.
On the demo form, you provided name field of the Configurable List widget is required. The users will not be able to submit it unless they fill the name filed.
On the screenshot, you provided checkbox and text area fields of the Configurable List widget are required.
You can combine the different type of fields with the Configurable list widget and you can make some of them required.
I saw that the form you provide is from this guide:
How to Set Up the Configurable List Widget
You as the form owner can provide your users the link of your form. The user will then fill your form and submit it. After that, you will receive an email with submitted data to your email address. You will also be able to see the submitted data on the submission page of your form.
If I did not understand you correctly, please explain in more details what are you trying to achieve and provide us an ID of the form you are working on.

I guess using Configure the Widget is a name to membership of alignment,
while, we have only to use Form Element.
Back to the combination between your user guide and the above Gyazo.

Membership→text box
Please clarify my said question and navigate me so that I can understand my question.

Regarding the question from your screenshot - What is the meaning of the astar mark?
It means that the field is required. The user can not submit the form unless the field is filled. Considering that the Name field of the Configurable list widget is required you can remove the asterisk that is shown next to the field label (New Members ). This can be done inside of the filed settings.

6.How to change Configurable list to New members like your sample?

Yes, 1,2,3,4 sounds correct, you place the fields in the Configurable list as needed.
5. Form submitter adds new rows (Add members), so not the owner.
6. Here is how to change the title of the Configurable list and of the add button:
7. Added asterisks meaning that the field is required.
