I checked your form (http://www.jotformeu.com/form/72914704147356) and I was able to see that there are 12 submissions.
As per further investigation, base on the Activity Logs of your account and I noticed that there are deleted submissions on the form (http://www.com/form/72914704147356). That could be the reason why there is a missing submission.
You can also check your Account Activity Logs on your end. Please refer to this guide: How to View Your Account Activity Logs.

The 13 form was made on 2nd Nov and I don’t think I have deleted it ?

I did check your form "#72914704147356" and it seems you have received 4 "Incomplete Payment" submissions.
Please note that when users submit your form, they are redirected to PayPal checkout page for payments. If your user do not settle the payment, that submission is marked as "Incomplete Payments".

Since you have already received the payment in your PayPal account, that mean IPN message for this payment was not sent and IPN of your PayPal account is disabled. I would suggest you to please enable IPN of your PayPal account and that should solve your problem. Please note that there is a better way to achieve your requirement where users can pay by cash or paypal.
