Hi CarteretCoSwy,
Thanks for reaching out to Jotform Support. When I cloned and tested your form, the W9 PDF file is showing in the PDF Embedder widget. Take a look at the screenshot below:
Also, it works properly upon filling out and downloading the fillable PDF. Check out my results in the screencast below:
Can you explain a bit more about what you're trying to do, and what is IRS? Can you take a screenshot or screen recording of what’s happening and send it to us? This guide will show you how to do that.
Once we hear back from you, we'll be able to move forward with a solution.

Hi CarteretCoSwy,
Thanks for getting back to us. Unfortunately, I am not sure how exactly do you want the PDF Embedder widget to show on your form. Can you explain a bit more about what you're trying to achieve, so I can get a better idea on how to help?
We can make adjustments on how it appears by injecting Custom CSS on the widget, but it's only possible if you use the Classic layout. Since you're using the Card Layout, we can't make any changes.
After we hear back from you, we’ll have a better idea of what’s going on and how to help.
