Way for applicant to track Letters of Support?

In addition to our applicants filling out a form, we require them to ask for a recommendation letter from someone they know.

1. Is there a way for an applicant to send a link to the person they are asking to write the recommendation letter? We are looking for something that will allow a third party to upload a document to an existing application (ie: recommendation letter upload by reference person, not applicant).

2. Is there a way for the applicant to verify the recommendation letter was submitted?

Now, I see that you would basically need something like an approval workflow where the users can send the submission to someone else, then he/she can edit the submission attaching the needed file and the submission is sent back to the submitter in order to review it.
