Could you please provide more details of what you're trying to accomplish so we can assist you properly?
You can make your form multilingual and add translation tool by following this guide: https://www.jotform.com/help/298-How-to-Make-Your-Forms-Multilingual
If you're referring to the alert message (shown in the screenshot below), you can use a lot of Text field (different languages) and then use Show or Hide condition based on the user's answer. This is just a quick workaround and I am just assuming that is what you're trying to achieve.
We'll wait for your reply. Thank you.

Hi,
Strange I thought I answered this yesterday.... I was busy and may not have posted...
Question, how can I have two different language messages for "There are errors ~ Form". This particular message only appears when a required field is left empty. Is it possible to hide this and show a text field instead using conditional logic if a user has selected French in the option at the top? Or do I have to use the multilingual option?
best, Robert

I assume that your form is already multilingual if a user can select a language at the top of the form. If this is the case you can translate the From Warnings - How to Make Your Forms Multilingual
If the form is not multilingual you can still edit the Form Warnings.
You can also use conditional logic to show a custom message using a Text field. To show this message you will need to set a condition based on all form required fields. It would not be possible to tiger this message with submit button. It will be shown when the form is loaded and it will be removed only when all required fields are filled.
Here is a demo form - https://form.jotform.com/81564442664966
Feel free to test it.
