Can a form be answered by 2 people

I am looking for a form that can be answered by 2 people. For example, person A would answer the top half and person B would answer the 2nd half. Is that possible?

It is indeed possible to have multiple users fill out the same form submission.  All you would need to do is send an edit submission link to the second user:

The easiest way to do so would be to add an email field to the form for entering the second users email, then set up an autoresponder email with the edit submission link:
