How to make a new submission with previously submitted data.

A form was forwarded to me to complete.  It's the same information I need to request from my chapter members, can the form be copied and edited without having to create a new jotform?

Do you mean to populate the form from previous information, so the user does not have to fill the entire form again? That is possible, you can pass the data to the same form via URL parameters, so this URL can be share in the Autoresponder to ask the user to click on it if he wants to make a new submission.
