Multiple Submit Buttons and Notification Emails

I have set up a form with two submit buttons. The first submit sends an email notification to one person and includes a link to edit the form.

I have a condition that if a field is filled out on page two, where the second submit button is located, it should change the email recipient. If the original recipient Edits their submission and then clicks the second submit button, it does not seem to run through the notifications a second time like I thought it would and send that other email.

So here's the scenario. Person 1 fills out page 1 of form, hits submit button. They then click the Edit submission link in the email notification they receive. They go to page two, sign a field, and hit submit button 2. I want this to then send an email to a different email address, but nothing happened when I tested it.

I just want to confirm if this is possible and I am doing something wrong? I thought any time a submit button was clicked it would run through all the notifications, but that does not seem to be the case.

My other thought is I'll need to create two forms and have the "save and continue" instead of using the edit submission.
