I am trying to make this form populate the certificate that sends as a PDF to the person that fills it out. How do I get the PDF to send when they fill out the form and not send the submission itself.

Under the Advanced tab of the email autoresponder settings in your form, select the PDF document you would like to send as PDF Attachments that your respondents will receive.

Great thanks! Got it. Also I am trying to see if I can change the colors of the form in the email that people receive. For example can I make it blue not orange?

If you mean you want the PDF Document to have different background colors, you can do it via the PDF Editor:
