"Form over quota" error when publishing forms

I keep getting a "form is over quota" errors when I try to publish my forms, but when looking at my account, I don't see any of the indicators (Forms, Submissions, Upload Space, Form Views, etc.) as being over the limit.  Please advise.

I checked the account, it seems that the account is at its form number limit? 

I have now reactivated the account, please be reminded that Free Plans can only have a maximum of 5 forms. If that limit is reached the account will be disabled.
