How Does This All Work

May I kindly request for someone to explain how JOTForm work?

In one instance it says free travel agent templates but then in the policy agreement it says that you can only download 1 fee template? Also it says that I used 2 of 5 and I haven't used anything yet because I can't figure out how all this works.
