My account is on public setting and when I share the link my clients are not directed directly to the document. It will want them to sign in or create an account. It should allow them to go directly to the form. How can this issue be corrected? Thanks in advance.

Looks like you're assigning your form to your clients. Kindly note that assign forms feature requires assignees to have a JotForm account.
You may consider simply sharing your form on email your clients won't be asked to sign up.
