Right now people are just filling out Step 1 - Provide your Participant Information, and then not filling out Step 2 - Payment
I need people to pay for registration.

You can setup a payment integration, just need to have an account with any of our payment processors
Please also check this guide Order Form Types
In order to make your customer to pay for the registration, you can set the payment integration as required, to do that, simply select the payment field and click on the toolbar Required button (at the top)
In the picture below, I selected the Name field and then clicked on Required
