Hello Jonathan,
Thanks for reaching out to Jotform Support. Yes, it is possible to prepopulate the fields of a new form with another form table. Let me show you how to do that:
- Create 2 forms, Open the second form.
- Click on the Publish on the Orange navigation bar at the top of the page.
- In the menu that opens on the left side of the page, click on Prefills.
- Select the Tables Prefill option
- Select the table from which table you want to fill out the current form.
- Once the table is selected, it will give options to map the fields in both the forms. Note that the same fields will get matched automatically.
- Once mapping is complete, click on the Save settings button.
- Click on Add New prefill button to create a new prefill for your form. It will load the table and select the fields from which you want to create a prefill of your second form.
- After selecting the field, click on the create prefill button on the top right corner of the screen.

Thanks for this response. The trick is I need this action to be user-initiated based on a field from a table. I read through this guide: https://www.jotform.com/answers/3488742-generate-prefill-urls-in-tables-instead-of-going-to-publish-tab-in-builder.
This functionality is really close to what I need with a couple of exceptions:
- This function provides a SEND button at the end of every row. Instead of having it in the table, I need that functionality at the end of the row in a report (Where users can't manipulate the data).
- Instead of sending an e-mail, I need it to open a new form that is pre-populated with the data from the row on the table/report.

Thanks for reaching out to Jotform Support. I checked your requirements and I can see that this can be achievable with our Table's Prefill. Please note that when using the Jotform's Table Prefill, you do have the option to set the permission to Read-Only.
Instead of sending an email, you can also copy the URL instead and then paste it on a different tab in order to see the prepopulated form. Here's how:

Hi Sheena. Sorry for the long delay on response. This probably won't be an effective solution. What I almost need is the ability to insert a button into a report that allows me to create a new entry using any row on the report. So for example, if I wanted to create a new pre-filled form using row 2 of a report, I click the button and it repopulates a new form using the fields I select. Does that make sense?

As you have mentioned earlier and I can also see that the solution provided by my colleague on this link perfectly fulfills your requirements if you are looking to share a single row in Jotform tables however it seems you are looking to share a single slide of the Jotform report which is currently not possible but you can share the report using the Publish button:
