I am receiving them in my inbox (scott@napachamber.com) but need to make sure both of these form notifications are also going to lura@napachamber.com and or admin@napachamber.com

You can create each email notification for each email address by repeating the steps of this guide once you are finished with the first notification: https://www.jotform.com/help/25-Setting-Up-Email-Notifications
I see you have two notifications setup, one for the email address: scott@napachamber.com, but I see the sender name is missing, please assign a form field to it(usually the field called "Name"):
And the other one form the email address: lura@napachamber.com, they are not in our bounce list.
So, you need to setup one more for the email address: admin@napachamber.com
