It is possible to embed a PDF file in your form by using PDF embedded widget. This widget allows you to display PDF files directly on your form:
You can also import a fillable PDF form to Jotform: https://www.jotform.com/adobe-formscentral-alternative/ .
Choose "PDF Only" after clicking Import Forms button:

I tried this, BUT it only asks for the URL of the PDF file?? I don't have the PDF online. I need to be able to upload the PDF rat that point.

I'm afraid your PDF file cannot be hosted on our servers, Desi. You would have to host it on your own website, or a third-party website that will allow you to upload your PDF file there.
Once your PDF file is uploaded on a publicly accessible place, you can simply use the direct URL to your uploaded PDF file and add it to your JotForm form through the PDF Embedder widget:
