TAS is an independent organization within the IRS that helps taxpayers resolve federal tax problems and protects their rights. Its help is always free.
Who can get help from the Taxpayer Advocate Service?
TAS may be able to help if your federal tax problem is causing financial difficulty, if you've tried to resolve it with the IRS and haven't been able to, or if an IRS system or process isn't working as it should.
TAS decides whether your case qualifies after reviewing your request. It won't consider frivolous arguments about whether you have to pay taxes.
How do I send Form 911 to TAS?
The current Form 911 instructions list email, fax, and mail options, along with separate contact details for taxpayers overseas. Include any documents that help explain your situation. Send only one Form 911 for the same issue, since duplicate requests can slow things down.
What happens after I submit Form 911?
TAS will let you know whether your request has been accepted and may contact you to talk about your issue, using the contact method you picked on the form when possible. If you don't hear back within 30 days, the instructions explain how to follow up.
How do I fill out Form 911?
Section I is about you: your name and taxpayer ID as shown on your return, your spouse's details for a joint return, your address, phone number, and email, how you'd like to get updates, and any language needs. Then enter the tax form number and the tax years or periods involved.
Lines 12a and 12b are the most important part. Describe the tax problem and the difficulty it's causing, then explain the relief you're asking for. Sign and date the form. If a representative is helping you, complete Section II using their Form 2848 or Form 8821 details.
