the files uploaded. Can we have a situation where we will create a local
directory where we can recall the file by their unique ID. So lets say,
applicant A, has a pictrue picture attached to his form. But in excel , the
picture doesn't show.but rather a url. How do we recall their pictures on a
local machine by just hitting their url? -

I'm not sure I understood your question correctly regarding recalling the passport pictures.
Can you please explain further how you want the pictures to be uploaded?

Do note that we cannot access the submission page through the Forms.
To clarify, you have two forms and would like to link the upload file to the other form?
Can you please explain further how you want your form to work?

picture field not showing on the notification email.
But let me explain clearly what I want. There are two stages of the forms
submission. The first stage is to collect their data and the second form is
to make payment. If they are done filling the first form, the notification
can go instantly, but the pdf which is more of an invitation letter to them
goes after 24 hours. The second part of the registration link will be sent
together with the first invitation letter pdf attachment. The second part
is a payment section. Now after they make payment, a generated PDF which
captures their name, nationality , and a QR code contain in the field of
the second page will be on the generated PDF. Its more an ID card.
Now what I want to avoid is they having to upload their picture again in
the second stage , and also their enter their nationality,. I wish I could
avoid the picture entry aspect.
Is there a better way of going around this Sir?

There isn't a way to pass the file upload from one form to another. The possible way is, you can access the URL of the uploaded on the first form and pass it to the second form. You can use the the {tag} name of your upload field attachments={attachments}.
For example:
URL: https://form.jotformpro.com/form/71158532663963?uploadLink={upload} where {upload} is upload field tag from the first form.
