Do you want to email all users/emails on your submission page? or email the user as soon as they submit your form?
You can set up an autoresponder and set the recipient to your email field so they will receive an email as soon as they submit your form.

The autoresponder will notify your form users when they submit the form.
If you want to share your form via email, you may check this guide:https://www.jotform.com/help/303-How-to-Send-a-Form-via-Email
However, if you want to email the users that submitted the form, you would have to download their submission data as excel file and get the email addresses manually. Then create a contact list.
If you want to add your respondent's emails to a list to send them some kind of newsletters, I can suggest to take a look at MailChimp integration.
