Hello!
- Is there a way to update a bunch of rows populated by End Users directly into JotForm?
- Is it possible to convert a Text Field into a dropdown AFTER a few users have already populated a few forms?

Hello!
Yes, it's possible to update the rows, but you'll have to do it one by one:
Your second inquiry is also possible, with the usage of the above functionality.
You can download the form data for later reference, remove the Text Field (this will also remove the submission data associated with it - be careful), add the Dropdown, and set the Dropdown's value for the existing submissions based on the previous answer in the Tables.

How to Edit Submissions Made on Your Forms
Unfortunately, it is not yet possible to edit multiple submissions at once, so you have to do them one by one manually.

Hello!
Thank you for the info. This brings me to my next question on similar line since it looks like my data will require several manual edits.
Question is - can I download all JotForms data in Excel, clean my data in Excel, and then import all this data into the same or a brand new form? In other words, can I start from reverse. Have the data, load it into JotForm, and then the new form becomes entry point for upcoming data fills?

Hello,
You can import submission data from sheets. They do all count as new submissions though so if you have any worry about hitting a submission limit keep that in mind.
