Can you try logging out and logging back in and see if the problem persists? It's possible that your cookies or cache may have resulted to this. Are you also seeing any error response when deleting or cloning a form? Can you also share with us a sample form which is OK to delete so we can also try to replicate an issue?

I logged out and logged back in. Old forms still there. Won't delete at all.
How to fix?
