we are running several collections and there seems to incomplete transactions that comet through as if payment has been made through PayPal even though it has not been. Please look into this and let me know what i need to make sure that forms that are not accompanied by payment are held in the incomplete submissions area until resolved.

I have checked your JotForm and see that the submissions are having the payments along with the payer information. Also, I notice that the payment field is a required and so it will not be allowed to submit the form unless one of the options are selected or custom amount entered. I have tried submitting your JotForm and see that the form is redirected to PayPal normally.
Since the payment is not completed, it should be displaying in the Incomplete submissions. As I check the submissions, this test entry is not being displayed. Could you check if any of the other users that are shared with the form are completing the submission?
