How can I change Year From/To Property of Date?

I have the date object in most forms, but can't specify 2017 as the year (object only goes to 2016).  I even edited the config of the field and entered 2017 in the "to date" field, no change.  I have people submitting forms for activity that will occur in 2017.  Can this be fixed?

I have checked your form. People can select date both in 2016 and 2017. Please have a look at the following:

I have cloned your form to my side, too. However, I didn't replicate your issue. Your setups are working fine.

If you want to specify your date only 2017, you need to change Year From section of Date Settings>Properties as 2017. Please have a look at the following:
