Is the upload space limit per month or it can be controlled?

Is that per month 10GB? So it deletes itself automatically and goes back to 0 the next month? Or can I delete files manually to clear the space?

That is actually a total space you have available, the space that is taken by file uploads.

And yes, you can delete those files to lower the space taken.
