When a condition is triggered that skips one or more pages, I don't want the skipped pages to appear on the report. How do I make that happen?

Inside of which report you do not want that questions from skipped pages are show? Inside of PDF report?
By default empty fields will be hidden inside of PDF report.
I have checked and this option is checked on submission page of your form.
However I did noticed that some of the questions are pre-selected on your form. Please note that those questions with pre-selected options will be shown on PDF report even if those pages are skipped. If you do not want to shown them inside of PDF report you will need to remove pre-selected options.
If I did not understood your question correctly, please explain in more details what you are trying to achieve.

I need for those items to be preselected when certain conditions are met.
Is it possible to make those questions that are pre-selected only
pre-selected when certain conditions are met; and at all other times, NOT
pre-selected?

It would be possible to pre-select radio button option based on condition.
This could be achieved with Update/ Calculate conditional logic.
You will need to use calculate a field values option enter correct name of field option.
