Can I reset my submission count?

If I have 10 submissions, then download them to Excel or .pdf, then delete all 10 submissions, will my submission count go down to 0 or will it stay at 10?

It will stay at 10 submissions. You can wait for the monthly limit reset every first day of the month. Form views and submissions will be reset back to 0. 

If you're referring to the submission storage, yes you can delete the submission to reduce the number of submission storage.
