Can I schedule the enabling?

Unfortunately, it is not possible to schedule enabling of the form. 

What you could do as a workaround is to show the form on a certain date by using conditions.

For example, you can add one Date/Time field and one Text field to your form. Text field can say the time when form will be activated.

And set the default date to be current date:

Then by using conditions, you can show the form when certain date is reached:

So your form will look like this to your users until the date is reached:

Of course, Date field can be hidden.
