Before 2017-02-02 1500 show content in "before bar"
After 2017-02-02 1500 show content in "after bar", with condition on selection on langauge, Eng to show "eng bar" , Chi to show "chi bar" (hide "before bar")

As per further checking, you can implement the logic you mentioned -
"Before 2017-02-02 1500 show content in "before bar"
After 2017-02-02 1500 show content in "after bar", with condition on selection on langauge, Eng to show "eng bar" , Chi to show "chi bar" (hide "before bar")" - by adding the conditions as shown below:

I'm sorry but it is not working on my end as you said it would, I tested it individually to see the effect and the results as below

I cannot see the current time when you took the screenshot so I cannot verify the conditions are being triggered on your end or not. Nevertheless, I cloned and checked the condition on your your form https://www.jotform.com/70312271184447 from my end and it says that if the Date is Before 2017-02-02 9:00, then Show the Before bar.
Since it is already 10am on my end, this condition will not be fulfilled and the Before bar will be hidden. As seen in the screenshot below, the Before bar is hidden because the condition is not fulfilled.
And if I change the condition so that the Before Bar appears if the Date is Before 2017-02-02 11:00, then the condition is triggered and the before bar is visible.
Please let us know if the issue persists.

Okay, I have clone your form and adjusted a bit by changing the bar to invisible nothing else. Same thing happening to me over these few days, it was working fine before and after retesting it again, others things turns out wrong.
In order to test your logic, I advance my computer time
The before is working
But the after, will no show the Eng or Chi Bar upon selection

I did some tests and I can confirm that the eng bar is not being triggered even if the rules are fulfilled. Please allow me some time to investigate this further and I will get back to you shortly. Thank you.

After further testing, I was able to identify that the reason why the condition is not being triggered is because it is still not After February 2, 2017. Even if the time is after 15:00, the date is not, so it is not triggering. The condition will only be fulfilled if the the Date is February 3.
If you want the condition to be triggered now (Feb 2), you can change the condition to After February 1, 2017.
This will now show the eng bar as specified in the condition.
