One of our recipients is receiving emails even though there is no condition that directs emails to her.

is there any reason someone would receive an email even though the conditions being met do not include them? It's happening randomly. The email in question is cbaxter@vcs.net. 

That email address is receiving notifications, because there is one default notification where that email is setup as the recipient:

You may apply a condition on that notification, so it gets sent only when the condition is met, or you can simply delete it.
