We created an application with Jotform and some of our applicants have informed us that when they completed a portion of the application and went back, their information had not saved and they had to start over. A unique web link is sent to all applicants upon registering. This web link is supposed to be used to go back to their application as needed with prior information saved.

We don't have a preferable Browser, it should work the same across all. Only what could affect is if the users installed certain add-ons or plugins that are causing script conflicts, but that is something we can not control.
Regarding your problem, could you please share the form ID where you have this issue so we can check?
Also, did you enable the Continue later option: https://www.jotform.com/help/97-How-to-Save-Forms-and-Continue-Later?
