Why are some form submissions being push through when they are incomplete?

I have a required payment field on my forms.  When the person does not pay the forms usually end up in the incomplete forms file.  However, I'm getting a bunch of forms in my main submissions folder that did not have a payment.

Can you please indicate the form, and the submissions that were sent directly to the submissions dashboard? 

Please note that the incomplete payment submission is triggered when the PayPal field is filled with an amount, and the users gets redirected to PayPal page where he simply does not complete the payment.

If the user did not fill the PayPal field, there is no redirection to PayPal page, therefor, the submission is send directly to your submissions dashboard. Let us know if you need more help.
