Can I block a specific email address from submitting a form?

Is there a way to block a specific email address from submitting a customer contact form?

One solution I would suggest is setting up a condition so that whenever the email field's value is the email address you have in mind, the rest of the form fields get hidden, or at least the submit button, in order to prevent the submission from going through.
