The user wants to choose Accepted Cards on PayPal Pro payment option. However, the option is not available on the v4 Builder.

Thank you for reporting.
I was informed that this was done on purpose in order to make it easier for users. In other words, It is decided earlier that this option is not being available in V 4.0. However, I changed this ticket type from bug to feature. You can inform the user in the light of these information.
On the other hand, we can not promise the user that this will be implemented for sure or not as you know.
