How can I access data in table (excel) when it is encrypted

I need to be able to work with this data, but it is encrypted. Even though I have the key on my computer and can open and view forms, when i download the table of data and then open in Excel, it does not apply the encryption key.

Download submissions as Excel is not possible. Some of the features that are not available for Encrypted Forms are the following:

1. PDF Downloads,

2. Reports (this includes downloading Excel and CSV files from within Submission Panel),

3. Emails that contain form data in them.
