submission payments

I am confused how i have 6 payment submissions on the basic plan for the month already. I downgraded to the basic plan on 6/4 so shouldn't my submission count only be at 2? Do submission payments start over with 10 each month on the base plan?

Submission counts do not reset when you upgrade or downgrade.  The counts reset on the first day of each month for all users.  Downgrading back to a free account would not give you a new set of submissions.
