I am trying to test the functionality of the form I have designed.
I have Sandbox mode switched on but when I get to test it I am unable to login to PayPal at all (I've tried several logins I have for different accounts).
So I can't "go live" with the form until test it properly - i.e. complete the PayPal payment and triggger the confirmation emails etc out of JotForm.

Just to make sure, do you have already your Paypal Sandbox account? The live account and Sandbox account are two different accounts.
If you have not created a sandbox account as of yet, you can create one via https://developer.paypal.com/ and then create accounts on your dashboard.
Once you have created sandbox accounts, you can use those email address as your merchant account for sandbox mode of your form submissions.
