May I know what do you mean to transfer the account to another user? Here is a few question so we can understand further what you're trying to achieve:
1. Do you want to move the 70 forms you have on your account to another user?
2. Do you want to change the account owner and pass it to another user?
To apply for the educational account, please go to this link: https://www.jotform.com/education/pricing/. All necessary information needed is in the link. After applying, give us up to 24 hrs to process the request. Upon approval, you should get an email and just follow the instruction to upgrade your account with 50% discount.

Here are the steps you can follow to change the account owner:
1. If you want to change the email address of the old user to the new user. You can do that in the Account Profile page. Here's the link: https://www.jotform.com/myaccount/profile
2. After that, you can request for a change username here in the Support Forum. Please take note only admin and supporters can change your username. Also, if you want to change the old password to a new one, please go to this link: https://www.jotform.com/login
3. After that, please apply on this link for the educational account: https://www.jotform.com/education/pricing/. After applying, give us up to 24 hrs to process the request. Upon approval, you should get an email that looks like this:
4. Contact us again here in the Support Forum so we can switch your old subscription plan to a new subscription plan with the educational discount.
