I'm not sure I understand what the problem is. You were asking why your form is reaching submission limit, but you also mentioned that you disabled it. The reason you're getting this message...
We have reached our registration limit! Please email email@example.com with your childs grade and preferred time slot to be placed on our waitlist. Thank you!
...was because that's how you have set it up on your Form Builder.
If you wish to remove the "We have reached our registration limit!" warning on your form, just rephrase your Warning Message as shown above. On the other hand, if you don't want it disabled, just toggle your Form Status from Disabled to Enabled.
