""Monthly submissions" are the answers that your forms in your account receive only monthly. At the beginning of each month, this counter will reset and start from 0 again.
"Total submission storage" counts every single submission you have received since you have opened the account.
If you delete any submission, both monthly submissions and total submissionscount are going to be reduced. So, if you have downloaded all submissions, you can delete all of them and the limits will be reset.

According to this answer to my previous question, the submissions are going to be reduced once they are deleted. I always delete the submissions after I download them. However, my account states that I have to upgrade, since I've reached my limit.
Also, what happens to the submissions to a form that has already exceeded its limit?

When the form reaches the limit, it becomes unavailable for your users to submit it.
Also, deleting the submissions will not decrease the submissions limit since that limit is a total number of submissions that went through your forms for one month.
That limit will reset next first of the month.
