I have limited a field to two characters but users were still able to submit more than that

I've emailed you guys about this before.  No reply.

My "state" and "Gym State" fields are limited to 2 characters.  Limit Entry, On.  2 Chars.  Validation is Alphabetic.

Seriously, what's the problem?

It occurs on the page I cite below and on https://www.docsmit.com/Cancel_Planet_Fitness_Membership2.php
