I want to have required fields but when someone clicks on a required field, but doesn't immediately complete it the red box/highlight and warning shows up. Can those be held off until the end, then if user tries to submit without completing a required field, it shows up?

I'm afraid there's no way to validate a field on submit. Field Validation, regardless if it's done with JotForm or not, is triggered on a field level. Meaning, validation will trigger as soon as a user leaves a field (or if the field loses focus).
You can hide the Field Error Highlighting if you wanted to, but, IMHO, it's best to leave them on or atleast leave a subtle hint that there's a problem with the field. The more info you give your users, the better the user experience in general. Removing field validation errors may cause confusion so if you still want to push through, I recommend the 2 sections of our guide below.
