I need to be able to use it offline this evening and just can't seem to get it to actually download

I was able to replicate mentioned issue when I tried to create a Fillable PDF form on your account. Form creator was stuck on 'Working...'.
It seems that the New Layout forms cannot be converted to the PDF forms. I will escalate this issue to our developers and we will inform you via this thread once this issue is resolved.
For now, I can only suggest you to switch the Form Layout to the Legacy Layout and then to create a Fillable PDF form.
Change the Form Layout to the Legacy Layout at the bottom of the Settings page.
I noticed that your forms have the Signature widget. Please note that widgets are not available in PDF forms.
More about the Fillable PDF forms you can find inside of this guide:

We are sorry for this inconvenience.
Create PDF function is fixed. You can convert any of your forms to the PDF. However, I regret to say that some of the fields on your forms have some problem.
The first form has two submit button when it is converted to PDF. One of the checkbox fields label is missing in the second form. I have already informed the assigned developer for this matter. Once the issue is fixed, you will be notified via this thread.
Than you in advance for your understanding.
