Hitting the remove button does not delete the data contained and this is then shown / pulled through in to the email report.

I assume that you are referring to this form: https://www.jotform.com/72484546786371 base on your last edit. I cloned it to test it on my end but I wasn't able to replicate the issue.
First, I tried to add data to the Configurable list widget and deleted some data rows after, so that only one data row will remain.
When I checked the email submission, it shows that only one data row remains.
If you mean something else, please provide us more info and do get back to us.
